discussions here he made it clear that in his view it would be undesirable to revive the University at all without a clear decision on the long term policy invoZ.
The terms of reference of this small Committee ere therefore expanded to cover the wider issues of policy referred to in the Far Eastern Committee paper and the Committee itself has been considerably strengthened. The terms of reference of the Committee are now as follows:-
Ya) to make a recommendation as to whether or not
the University as such should continue to exist and if so the policy which should govern its resuscitation, and
(b) to advise in some detail on the steps necessary
to restart such of the work hitherto undertaken by the University as is essential for the needs of Hong Kong, whatever the decision arrived at on the broader issue.
The members of the Committee are as shown in
the attached list.
The Foreign Office will no doubt wish to be associated with this enquiry and I shoull be glad to know whether they would be prepared to rouinate a meriber of the Committee. Alternatively the reign office might perhaps prezer to be represented y an observer. In any case, of course, the Committee an hardly reach any final conclusions on the wider polical issues involved unless it has the benefit hearing the Foreig Office views, The first meeting of tomittee hag been convened at rather short notice for 30 on January the 18th in the Conference Room, Colurial office
